Messengers approved a $51 million BGCT budget for 2000, an increase of more than $1.4 million (2.8 percent) over the previous year. Of the total operating budget, $46.75 million is to come from Cooperative Program giving.

Messengers approved two recommendations to create special study committees. Incoming officers of the convention were authorized to create one committee to "study the basis of associational formation" and the other to "study BGCT relationships with churches aligned with another state convention of Texas." Both had been proposed by the Executive Board and State Missions Commission.

Messengers approved changes to the charters of two BGCT agencies--a change to the charter of Baptist Child and Family Services in San Antonio to "better describe the ministries they perform" and a request from the trustees of Hillcrest Baptist Medical Center in Waco to allow non-Baptist trustees on their board.

Messengers approved the report of the convention's committee on nominations, electing more than 300 individuals to service on the governing boards of BGCT agencies and institutions and on the BGCT Executive Board.
