The United States surgeon general's report on promoting "responsible sexual behavior" is a flawed approach that demonstrates why there should be a new person in the office, according to Richard Land, president of the Southern Baptist Convention's Ethics & Religious Liberty Commission. ___ SBC gifts slow down. Undesignated gifts to the Southern Baptist Convention's Cooperative Program were 0.68 percent behind the same period last year at the close of the convention's third quarter June 30. Designated gifts, however, were up 3.87 percent for the three quarters. Undesignated receipts for the first nine months of the fiscal year were $133.2 million, compared to $134.13 million the previous year. Despite the decrease in undesignated giving, the funds distributed from the SBC Executive Committee to various Cooperative Program-supported agencies were nearly 6 percent ahead of budget due to designated gifts.

___ Europeans won't follow Carter. The president of the European Baptist Federation says the organization has no interest in being part of a new "alliance" suggested recently by former President Jimmy Carter. Carter, who renounced ties with the Southern Baptist Convention last year, recently called on the Cooperative Baptist Fellowship and other "traditional" Baptists to combine efforts for missions, education and other causes. Ole Joergensen, president of the European Baptist Federation, responded that 51 European Baptist unions and conventions are satisfied to be affiliated in that federation and with other Baptists through the Baptist World Alliance. He said the federation has no interest in being part of or forming a new alliance, because it might be perceived as taking sides in controversy between Baptists in the United States.
